He did not betray Eragon; it was the Twins that betrayed the Varden and handed Murtagh back to Galbatorix. Murtagh was punished for running away and was forced (just like the black dragon) to swear loyalty to Galbatorix in the Ancient Language. Plus he knows Murtagh's and Thorn's real names.
