Games that you'd consider art
Is there a game that has somehow moved, touched, enthused or communicated with you so much that you'd go as far as to consider it as being purely art?
For me, the game that immediately answers the question is Yume Nikki. It's a small, non-commercial game made by an anonymous and ambiguous person known only as 'KIKIYAMA'. He's responsible for everything from the artwork to the development, and even the music. You can really see that the game was made as a personal project by one person. This isn't to say it lacks quality, but the game is melded together so harmoniously, it has that 'personal touch' to it that can only be found in an individual's mind.
The game itself is also rather original and innovative. You play as a young girl called Madotsuki, and apart from when you wake up to save the game by writing in your 'dream diary', the entire game is spent exploring the girl's dreams. Aside from this, the game has no plot and it's pretty much all left up to the speculation of the player, but it's still the most enthusing and one of the most absorbing things I've ever played. The game is packed FULL of imagery, everything from the hilarious to the depressing, the confusing and the downright terrifying. I also cannot begin to describe how amazing the soundtrack is, and how brilliantly suited each track is to its environment / situation, for example the music that plays when you come into a clearing in the woods at night next to a huge lake, while 3 faceless girls stand on the shore with their hair blowing in the wind: in contrast to the music you hear while standing on a rooftop watching the clouds drift by accross a landscape of distant mountains:
To be honest, I've done a terrible job of explaining this game. All I can say is that it's a work of art in its purest form, and despite finishing the game itself a long time ago, I still think about it a lot and ponder over the incredible imagery shown. I'd highly recommend playing it, seeing as it's entirely non-commercial (and thus free and legal to download), pretty small and can run on even the worst of PCs. I think that the Final Fantasy games are art becuase the landscapes are beautiful as well as realistic. you can see what the world looks like without having to find out what lurks beyond the blurry corners of the screen...

Sure, I'll chime in. Both Mass Effect 1 and Mass Effect 2 I would say are art. Besides visuals, they tell phenomenal stories with great characters and presentation, and do so better than many movies or books.
Red Dead Redemption is also another game I would consider art--a beautifully realized game with great acting and story.
Those are just recent games. Dragon Age Origins's story and characters make it worthy of the title as well.

Lara Croft Tomb Raider : Legend. Even though it's for PS2 it's a really well done game and as Lara goes to different countries landscape is really well done.

I like really any game with a solid storyline, but the Assassins Creed games are my favorite. The entire thing really is interesting, and the game itself is really conveying much more than "STABBY-STABBY I K331 J00 W1T SW0RD!" I really liked the style of the game compared to other 3rd persons. It really made you feel like you were telling a story than running around doing whatever the game told you to do.

This might be weird but Resident Evil 5. The levels where you're underground in the tombs the stonework is really well done.

I really enjoyed playing the lord of the rings games, and the art in the two towers is exceptionally well done, replicating almost all parts of the movie in the details.
