Murtagh does not deserve Nasuada. He made a choice and it will haunt him for whatever time he has to live. Nasuada represents the good side, the "die if needed" side of the spectrum. Murtagh represents the "evil" side, and the "I rather be on the evil side and live than be on the good side and die." So, I really think he lost his chance by choice. This happened when Eragon went to visit Murtagh in his "cell" in Farthe Dur. In Eldest, once Eragon returned from learning Murtagh was his half-brother, Nasuada said something around the lines of; "It is said that something like this has befallen Murtagh. He has had a tough life and I liked to believe he was on our side. I liked him very much and I enjoyed his company in Farthen Dur." Nasuada, however, at least in Book I, only mentiuons Murtagh when she tells Eragon he can go visit him. And I think that's it!!
