To my understanding, it's a piece of cake to implement a Lo-Fi skin for a forum, there are a bunch floating around the internet no doubt, but it's literally just a matter of making the most basic and bare-bones skin possible; CSS is easy to work with anyway, and making a phone compatible skin would be the easiest of the easy, you wouldn't even need any prior knowledge or experience.
