Who thinks their will be more shades in the Empire. Does anyone think that Galabotorix could force humans to call upon higher magic than they can handle thus creating a army of shades. And if he could do so do you think that a dragon would hatch for a shade, making the first shade rider. If this happened it could be very dangerous

There's already a topic about this. We tore it to shreds before we came to the conclusion that Shade's can't be Riders unless they become one after the dragon hatches or they don't ride at all.
