If you mean the small white dots that appear in the upper left corner of the topic circles... that signifies that you (the user) has previously posted in that topic. It's unique for each user.

Or if you mean the ones to the left of topic titles in a forum, a tick means there are new posts since you were last here, a cross means it's locked so you can read it but not post in it.

Oh, those circles? The circles themselves don't mean a thing, it's what's in them. An x means it's locked, anything yellow means new posts, (At least, yellow if you're using saphiralight.) A teeny little white circle on the top left means you've posted in the topic, and an "i" in the circle means it's a sticky. Oh, and a little arrow means the topic was moved.
