Not likely. There was no way she was acting like a mother all the times she spoke to Eragon. If she was Selena in disguise she would act like his mother which she didn't.

she's not his mother. both accounts we have heard, Brom's and Murtagh's, say she is dead. there is no reason to doubt that she is not. Angela is simply a quirky figure in Eragon's life.
