I believe that dragons could, but being the respectable creatures that they are like any noble they would hold it in. If one can make dung (which was established in the first book that Saphira did) then gas is obviously going to happen aswell.

it has nothing to do with there fire. there fire come from an organ that holds an gass that reacts with an rock like thing that combind with heat = fire

Glaedr says in Brisingr that whatever is inside dragons react with oxygen in the air like all fire and thats how it starts.

I'll admit that one of the things I thought I'd never witness in life was a serious discussion over whether dragons pass gas.
