Dwarves were exculed from the pact thats why they can't and seem as those who made the pact are dead their not going to be involved so get everyone to agree but it's not possible and if CP does he's going to ave to answer to hundereds of ppl who are dumbfound over how can the laws of magic just change

no it doesn't work like that
They have to feel the presense of their Rider which means the one for them from the race of Human or Elf NOT Dwarf

i suppose, but since i began reading the books the Dwarves have never shown an interest in being dragon riders. and remember how terrified Orik was when he had to ride on Saphira's back?

but orik also said that he allways wanted to fly but his feet were more steady underground

don't dwarves hate dragons didn't they have like a war? so why would they want to be riders?

Like as stated above a dwarf can't be a rider. Nor, do many of them want to be. The pact was made with powerful magic that was created when dragons were in huge numbers. As powerful as Saphira is I don't think she can generate the magic needed to include the entire dwarven race in a pact with the dragons. No, it will be an elf or a human. While, this is a nice topic and fun to think about, if CP does do it, then he throws out all the logic he has put into his stories and writes on a whim. Not, good for any writer.

I happen to think it's quite possible - even though it's not likely.

It's been said all throughout the books that when dragons use their magic, almost anything is possible - even they don't understand how it works. The normal laws for humans and elves using magic don't seem to apply to dragons.

It could be that the somehow Saphira will use her magic to somehow include the Dwarves into the spell, without knowing how?

If this were the case, Orik would definitely be the Dwarf Rider.

Just a theory of how if COULD be possible, although it's not that likely
